Clay was born August 14, 1910, at Haxtun and was reared and educated in Colorado, graduating from Fleming High School in 1928. He farmed, worked in mines, and worked on the railroad.
He married Dorothy Dutcher, Fleming, on October 27, 1932, on a hillside outside Sidney, NE.
Dorothy died in 1971. In 1972 he married Christeen Barnett at New Meadows.
In 1938, he became a minister. He was ordained by the Assemblies of God in February of 1941, and his first pastorate was in Stem, CO. He then ministered in Leadville. He helped build a new church building while he was pastoring at Torrington, WY. Ogden, UT, was his next pastorate and then he went to Idaho where he pastored at Twin Falls First, Emmmettt, Marsing, Wilder, Riggins and Twin Falls Faith.
Clay retired in 1992 and moved to New Meadows. During his retirement he worked in the Marshall Islands, where he helped build a church. He worked in churches in Maui, Hawaii, and Oaxaca, Mexico, where he helped to build a Bible school. He also started and helped build a church in Quartzsite, AZ where he ministered for seven of his retirement years. He enjoyed fishing and hunting.
Clay is survived by three sons, Don Stephens, Ecuadore, South America, Jim Stephens, Nampa, ID, and David Stephens, Lake Havasu City, AZ; a daughter, Mary Anne Cates, Emmett, ID; two sisters, Alice Kennedy, Casper, WY, and Mildred Hillyer, Buena Vista; 10 granchildren; and 27 great-grandchildren.
Clay is buried in Twin Falls, Idaho.
Katherine was born Oct 15, 1912, and died in December 1978 at Katharine Fischer.

Mildred and Wilbur made their home in Sterling until Oct. 1, 1941. They moved to the Climax-Leadville area where they lived until Mr. Hillyer's retirement on August 1, 1977. They then moved to Buena Vista, Colorado, though they spent several months each year in Phoenix, Arizona.
